For corporations, there are many 'talent management' infrastructure. Examples, Recruiters, job portal, resume, interview, hiring etc. Do we have equivalent for 'true' open source projects?
By 'true', I mean the projects that are 100% funded by voluntary contributors. FireFox & Linux don't seem to fit this definition as there are 'paid' employees of corporate sponsors who contribute to these projects.
Why not a 'recruiter' by profession reach out to open source project teams for 'position requirements' and go out to get the candidate's 'resume' and sell them the 'project' encouraging them to contribute to the project. May be the 'projects' must reach out to the recruiters. Also, the recruiters must be able to announce that they had staffed for projects.
